NORTHAW & CUFFLEY PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING,

HELD AT 7.30pm ON FRIDAY 23rd JUNE 2017 IN CUFFLEY HALL, MEETING ROOM, CUFFLEY

Present       Councillor Sally Pollitt, Councillor Bob Stubbs, Councillor Peter Dace, Councillor Mike Clark, Councillor Jane Brook, Councillor Andrea Allgood.

Clerk & Proper Officer, Jason Grocock

There were no Members of the Press of Public present.

The Clerk made an announcement regarding the arrangements should there be a Fire or other alarm, the Emergency Exits, and the location of toilets. As there were no Members of Press or Public present it was not necessary to make the standard announcement regarding the rules regarding the right to record the meeting.

24/17        Chairman’s declaration of acceptance of office:

                   Councillor Pollitt, as attending the first meeting as Chairman, made the standard declaration of acceptance of office before the Clerk as Proper Officer of the Council, and signed the official declaration. The clerk countersigned and dated.

25/17        Apologies:

                   Apologies were reported by the Clerk and accepted from Cllr. Christine Burrows.

26/17        Declaration of Interests:

Cllr. Pollitt declared an interest in Agenda Item 5, the report of the Personnel & Urgency Committee, as this item would include Recommendations regarding Cuffley Hall, and Cllr. Pollitt is a Trustee of Cuffley Hall.

27/17        Minutes of the Council Annual and Business Meetings held on 18th May 2017:

                   The Council accepted the Clerk’s Minutes of the Council Meetings held on 18th May 2017, which had been circulated before the summons for the current meeting, as a correct record.

28/17        Annual Report Statement of the Internal Auditor:

                   The Clerk reported on the Annual Report Statement of the Internal Auditor. A more detailed report by the Internal Auditor would be presented to the July meeting of the Policy & Resources Committee. In answer to a question from Cllr. Stubbs the Clerk confirmed that an Internal Audit Report is required in addition to the Annual External Auditor for this Council. (Schedule 2 to the Local Audit and Accountability Act 2014.)

Resolved: That the Annual Report Statement of the Internal Auditor is accepted.

29/17        Annual Governance Statement 2016-17 – Section 1 of the Annual Return for the year ended 31st March 2017:

                   The Clerk reported on the Annual Governance Statement for the year 2016-17. The Council is required to approve this statement before it approves the Accounting Statement for the financial year 2016-17. The recent meeting of the P&U Committee had reviewed and recommended the approval of the Statement.

Resolved: That the Council approves the Annual Governance Statement for the year 2016-17.

                   The statement was then signed by the Chairman and the Clerk.

30/17        Accounting Statements for 2016-17 – Section 2 of the Annual Return for the year ending 31st March 2017:

                   The Clerk reported on the Annual Accounting Statements for the year 2016-17, and explained the reasons for the main changes from the financial year to 31st March 2016. The statements had been signed and dated by the Clerk as the appointed Responsible Financial Office of the Council. The recent meeting of the P&U Committee had recommended the approval of the statements.

Resolved: That the Council approves the Accounting Statements for the year 2016-17.

                   The Accounting Statement was then signed by the Chairman.

31/17        Reports from of the Personnel & Urgency Committees:               The Chairman reported on the items considered by the Meeting of the Personnel & Urgency Committee which was held on 15th June 2017. The items included an annotation to the Minutes of the previous                 meeting, the Annual Statements, the Council relationship & responsibilities relating to Cuffley Hall, the review of Maynard Place Free Parking Permits, and the recognition benefits to the Council of the Clerk’s achievement of the Certificate in Local Council Administration.   

                   Resolved: The report of the Chairman is accepted.                            

32/17        Question Time:

                   There were none.

33/17        Urgent Business:

                   There was none.

34/17        Exclusion of the Press and Public:

                   This was not required.

35/17        Close of Meeting:

As there was no further business, the Chairman thanked everyone for attending and closed the Meeting at 8-15 p.m.
