MINUTES OF THE PARISH COUNCIL POLICY & RESOURCES COMITTEE MEETING HELD AT 2-00 p.m. ON TUESDAY 22nd NOVEMBER 2016, AT
THE COUNCIL OFFICES, MAYNARD PLACE CUFFLEY
Present Councillor Bob Stubbs (Chairman); Councillors Christine Burrows (Vice Chairman) (Part); Councillors Sally Pollitt; and Mike Clark.
In attendance: Councillors Jane Brook and Andrea Allgood.

The Chairman asked if the Member of the public present wished to record the Meeting, and none did. Rules have been agreed by the Council regarding the Recording or Filming Meetings.
PR/242/16 Apologies: Apologies were received from Cllr. Peter Dace.
PR/243/16 Declarations of interest: There were none.
PR/244/16 Minutes of the last meeting:
The Minutes of the meeting of the Policy & Resources Committee held on 8th November 2016 as prepared by the Clerk, had been circulated in advance, and were agreed as a correct record of that meeting.
PR/245/16 Review of Grants Policy Conditions for 2017:
Cllr. Sally Pollitt introduced and Jane Brook presented a report previously circulated as Agenda Item 4, which sought to identify areas where the process and rules used for the 2016 allocation of Grants to Voluntary Bodies should be amended to produce improvements in the system. The Chairman questioned a number of the proposals, and drew attention to those which would not comply with Standing Orders, the Members Code of Conduct, or would not be legal. The Clerk provided further clarification.
Following an extensive debate, Members accepted that some minor changes may be an improvement, but the most of the proposals were not supported by the majority of the Members of the Committee. The Committee agreed that the report would be circulated to all Members and the proposals would be considered again at the Full Council Meeting on 24th November 2016.

PR/247/16 Exclusion of the Press & Public and Agenda Item 7 – Staff Pensions:
The Chairman reported that comments from Members before the meeting indicated that the Clerk’s report on Staff Pensions should be referred to the Council Personnel and Urgency Committee. It was not therefore necessary to pass a resolution to exclude the Public from the remainder of the meeting due to the nature of the items to be discussed.
