MINUTES OF THE NORTHAW & CUFFLEY PARISH COUNCIL MEETING HELD AT 7.30pm ON TUESDAY 22nd JULY 2014 AT NORTHAW VILLAGE HALL

24/14 Declaration of acceptance of office by new Members of the Council.
Councillors Jane Brooks and Bob Stubbs made public declarations of acceptance of office, and were welcomed to the Council by the Chairman.
There were no apologies.
26/14 Declarations of interest.
There were none.
27/14 Minutes of the Parish Council Meeting on 22nd July 2014.
The minutes of the Parish Council Meeting held on 22nd July 2014 were agreed as a correct record and signed by the Chairman.
28/14 Update from local PC or PCSO
The Police had not provided a representative and no report had been provided.
29/14 Question Time
There were no questions from the public.
30/14 Reports from Committees
Councillor Christine Burrows gave her report as Chair of the Planning Applications Committee. There had been four meetings since the last Council Meeting and over 40 planning applications had been considered by the Committee and comments made to the Borough Council on a significant number of applications. A letter had also been written to Broxbourne BC regarding the Planning Application for a greater number of events to be held at Brook Farm, just over the border from the boundary of Cuffley.
Policy & Resources
The Policy & Resources Committee had met once since the last meeting of the Council on Tuesday 8th July. The Chairman ran through the items discussed in detail and decisions made by the Committee, including the review of Saturday Morning Surgery Sessions, an addition to Financial Regulations, and the introduction of Transparency Code, which includes the publication of Council Payments of £500= and above, where it was agreed that these would be published on the Council’s web site. The Committee decided not to support providing any funding for a proposal for village twinning. Following a presentation from Ray Brewer, the Committee agreed the terms for a new lease of 30 years for the Bowling Club at KGV on similar terms to the existing lease.
Personnel & Urgency
There had been one meeting of the P&U Committee, following the P&R Committee on 8th July, which discussed the bonuses for staff, and confirmed the level of bonuses for performance during the previous year.
31/14 Neighbourhood Planning Working Group
The Chairman reported that there had been no meetings of the working group since the last full Council Meeting, but a meeting would be planned shortly. The Clerk confirmed that in response to his official application for agreement to the designated area for the Neighbourhood Plan, the Borough Council had now published information as part of the consultation with residents, inviting any responses within the prescribed timescale.
32/14 Outside Committee Reports
a. Cuffley Hall
Councillor Brent Cheetham gave a short report. There had been a number of meetings of the executive management group. As Ken Golding had resigned as Chair of the Residents Association, a new representative was being invited from the Association. There were no other items of relevance to report.
b. The Kidston Institute.
The Chairman reported that there had been no meetings since the Annual Council Meeting in May. There is a vacancy for a second representative of the Parish Council.
c. Northaw Village Hall
Councillors Eric Wilcox and Mike Clark are the current representatives. There have been no meetings since the last Council Meeting, but a very successful quiz night had been held.
d. Welwyn Hatfield Association of Local Councils
The Chairman reported that WHALC had not met since the last full Council Meeting.
e. Police Priority Setting Forum
Councillor Eric Wilcox, the new representative of the Parish Council, commented that there had been no recent meetings of the Forum.
33/14 Clerk’s Update Report
The Clerk presented his usual summary update report illustrated by a hand-out with pictures, including the new Public Notice Board in Maynard Place; Repaired Council Garage Doors; encroachment on Council Land; continuing litter problems in Cuffley; 21 years of the Parish Council “One Stop Shop”; issues regarding the Youth and Community Centre “letting” of Council Land to Everest for car parking; the Station Road “hit and run” driver; work required on two Rights of Way in the Parish; and the much enjoyed first Cuffley Sports Day.
The Clerk was congratulated on the success of the Sports Day and thanked for the commitment he’d shown in organising and running the event on the day.
As there were no further matters to discuss, the meeting closed at 9.00 p.m.
