The Chairman asked if any Member of the public wished to record the Meeting. One person indicated that they wished to record the meeting. The member of the public was made aware of the rules for Recording or Filming Meetings, as agreed by the Council.

29/16        Apologies:

Cllrs Pollitt had sent apologies that she would arrive late due to another engagement representing the Parish Council. Apologies had also been received from Borough Councillors Bernard Sarson & George Michaelides, and Charles Walker MP.

30/16        Declarations of interest:  There were none.

31/16        Minutes of the Council Meeting on 17th June 2016:

Members agreed that the Clerk’s Minutes of the Council Meeting on

17th June 2016, which had been circulated in advance of the

Summons for this Meeting, were a correct record of the Meeting.

32/16        Update by the Local Police:

The Parish PCSO was unable to attend the meeting, but had provided a report on the current Crime Statistics in advance of the Meeting and the Chairman read this out in full.

33/16        Reports of Committees and Working Parties: Planning Applications Committee:

Councillor Burrows reported in brief on Planning Applications dealt with since the Annual Meeting of the full Council in May 2016.

Policy & Resources Committee:

The Chairman reported on the main items considered by the P&R Committee Meeting on Tuesday 5th July 2016.

Personnel & Urgency Committee:

There had been no Meeting since the last full Council Meeting.

Neighbourhood Plan Working Group:

There had been no meetings of the Working Group.

Website Working Group:

Cllr. Allgood reported on the progress made to date, including the selection of a preferred contractor for the development of the new Website.

34/16       Grants to Voluntary Organisations:

The Chairman reported that, following consultation, the Clerk had prepared a set of Policy, Rules, & Procedures, which had been previously circulated to all Members, and was available via the Council’s Website. The Clerk reported that the first meeting of the Grants Panel, which included 7 Councillors and is open to the public, would be held on Tuesday 26th July from 7-30 p.m. in Cuffley Hall. Five local voluntary organisations had applied for Grants, and they would make presentations to the Panel at this Meeting. A second Meeting of the Panel would be arranged for Member discussion on the application and the decision on the award of Grant would be made.

The Council formally approved the Policy, Rules and Procedures for the awarding of Grants to Voluntary Organisations.

35/16       Village Day 2016:

Cllr. Pollitt provided a brief update on the progress in preparation for the Village Day 2016, and confirmed the range of organisations taking part in the event, which takes place on Saturday 3rd September 2016.

36/16       Commemoration for Cpt. William Leefe Robinson:

Cllr. Dace provided an update on the preparation for the Commemoration Event for Cpt. William (Billy) Leefe Robinson, including the completion of construction of the plinth for the Commemorative Stone Slab in the Millennium Gardens in Cuffley.

37/16       Outside Committee Reports:

Verbal reports were received from Cllr. Pollitt, (Cuffley Hall); Cllr. Burrows (Kidston Institute); and Cllr. Wilcox, (Northaw Hall). There had been no meetings of the Welwyn Hatfield Association of Local Councils since the last full Meeting of the Parish Council.

38/16      The Neighbourhood Plan and the Local Plan:

The Chairman presented a verbal report on the actions now proposed in respect of the recently published Draft Local Plan, which included a significant increase in the numbers of new houses proposed for Cuffley. The Chairman outlined the local sites referred to and their status in the draft Plan. The implication for the Neighbourhood Plan were explained and how these could be reflected in the Parish Council’s Neighbourhood Plan.

As there had been a poor response to the competition for the design of a front cover for the Neighbourhood Plan, Cllr. Dace proposed the use of a copy of the collage of Cuffley Landmarks displayed in the reception of Cuffley Hall. The permission of the artist had already

been obtained. The Clerk and Cllr. Dace displayed copies of the artwork and the Council agreed that, in the absence of any other firm proposals, this would be appropriate for the front cover of the Neighbourhood Plan.

39/16      Urgent Business:

There was no urgent business.

40/16     Questions from the Public:

There were two questions from the public:

  1. Will the Council consider providing more cycle racks? The Chairman confirmed that new cycle racks were proposed in the sheltered area outside the Cuffley Library.
  1. Will the Council permit recording at the forthcoming meeting of the Grants Panel? It was confirmed that, as this was a Public Meeting, this would be permitted.

41/16    Next Meeting of the Full Council:

In accordance with the published Calendar of Meetings, the next full

Meeting of the Council would be on Thursday 20th October 2016.

42/16    Close of Meeting:

As there was no further business, the Chairman thanked everyone for attending and closed the Meeting at 9-25 p.m.
