NORTHAW & CUFFLEY PARISH COUNCIL MINUTES OF EXTRAORDINARY COUNCIL MEETING,
HELD AT 7.00pm ON THURSDAY 19th JANUARY 2018,
IN THE CUFFLEY HALL MEETING ROOM.

135/17 Declaration of Interests:
A declaration of none-pecuniary interest was made by Cllr. Allgood Chairman of the Residents Association, in respect of Agenda Item 3 –Members Conduct, relating to some 100 E-mails received relating to Item 3, which she believed had made her prejudiced.
The Chairman pointed out that this would similarly apply to all Members who had seen the same E-mails, and hence it would not be expected to prevent any Members from taking part in any resolution or votes on the item today. The Clerk agreed the confirmed that this was covered in legislation regarding all Members having a similar interest in a matter.
Cllr. Stubbs stated that as long as Members voted on the basis of the facts, and not on any personal allegiances, then this was acceptable. Both the Clerk & the Chairman confirmed that if Members do not wish to vote then they can of course abstain.
136/17 Agenda Item 3 – Members Conduct – Report of the Vice Chairman, Cllr. Bob Stubbs:
Cllr. Brook proposed a motion, on the basis that the subject matter of Agenda Item 3 is a matter which should have been sorted out between the 3 parties involved and not the Council, and that there had been a huge amount of correspondence on the item, that the Meeting proceeds to the next item on the agenda. Cllr. Brook also stated that the motion was allowed without previous notice under Section 10 vii of Standing Orders.
The Motion was seconded by Cllr. Wilcox.
Cllr. Stubbs commented that a legitimate reason for the motion had not been given, and it was legitimate to consider the matter at Council, as there was not procedure set out in Standing Orders, and there was nowhere else for the matter to be considered. Cllr. Brook responded, that there was no ruling in the Standing Orders saying as to the legitimacy.
After further discussion, the Chairman agreed to put the motion to the vote:
The motion was carried.
137/17 Exclusion of the Press & Public:
The standard resolution was passed to exclude the Press and Public from the remainder of the Meeting on the grounds of the confidential nature of the business to be discussed.
138/17 Any matters accepted as urgent by the Clerk:
There was no urgent business notified.
139/17 Close of Meeting:
As there was no further business, the Chairman closed the Meeting at approximately 7-20 p.m.
